I had the impression from the article that the movie hadn't specified where the story was set -- probably the filmmakers found enough locations they could use to look like 20's and 30's Chicago at a much lower production cost than going to Chicago, NYC, etc, where there might be similar old buildings -- NO isn't nearly as large and I suspect traffic and pedestrian flow would be a lot easier to manage for closing a street, etc. I've never seen figures, but just guessing (and probably a longer shooting season than northern & northeastern cities, especially if you can keep your people shooting through the sweltering June-August months!) All good reasons , add in the number one reason....tax breaks! and its off to New Orleans. Several states/cities have at different times passed tax breaks to encourage filming. Louisiana, New Mexico and Pittsburgh also get a lot of location shoots whether or not the story is actually set there. Additionally North Carolina used to in the 90's get a lot of location shoots because it was a non union state ( I forget what that phrase is, "right to work"?). And lets not forget Our beloved Dark Angel was originally set in San Francisco until they decided to shoot in Vancouver Canadian tax breaks and then changed the location to Seattle and easier match for Vancouver. Not to mention the New Orleans gangsters
